    After the initial meeting to form the secret Defense Against the Dark Arts group, Harry feels buoyed by the support of his classmates. He spends the weekend catching up on homework with Ron under the shade of a beech tree by the lake, feeling content and proud that people admire him for his skills in Defense Against the Dark Arts. Meanwhile, Hermione knits more hats and scarves for the house-elves. Harry is especially pleased that Cho Chang praised his performance during the Triwizard Tournament.

    The appearance of Educational Decree Number Twenty-four
    Harry and Ron head to the Gryffindor common room on Monday morning, where they notice a new sign posted by the High Inquisitor, Dolores Umbridge. The decree disbands all student organizations, teams, clubs, and societies unless given permission by Umbridge. Both Harry and Ron realize the decree is likely targeted at their new Defense Against the Dark Arts group, and Harry becomes furious, realizing their secret might have been exposed.

    Ron tries to enter the girls' dormitory and fails
    After discovering the new decree, Ron attempts to go to the girls' dormitory to inform Hermione, but the stairs transform into a slide, preventing him from entering. Ron ends up falling at Harry's feet, much to the amusement of some nearby girls. Hermione arrives shortly after, and Ron shows her the new decree.

    Hermione reveals the jinx on the parchment
    Hermione informs Ron and Harry that she placed a jinx on the parchment they all signed during the first Defense group meeting. If anyone reports their plans to Umbridge, they will know who betrayed them. She assures Ron that the person who betrays them will experience severe consequences, making Eloise Midgen's acne look mild in comparison.

    Other Houses react to the new decree
    Upon entering the Great Hall for breakfast, Harry, Ron, and Hermione notice that the decree has sparked chatter among all the Houses. Neville Longbottom, Dean Thomas, Fred, George, and Ginny Weasley gather around Harry to ask if they are still going ahead with the Defense group. Harry confirms that they will proceed despite the new decree, and Hermione cautions some of their members not to approach them too conspicuously.

    Angelina informs the trio that Quidditch is affected

    During History of Magic, Hedwig arrives at the classroom window with a letter for Harry, but something is wrong with her wing. Concerned for his owl's wellbeing, Harry leaves class under the pretense of being unwell and takes Hedwig to Wilhelmina Grubbly-Plank for treatment. He also receives a cryptic note from Sirius.

    Draco Malfoy taunts Harry about the Ministry's favoritism
    As Harry, Ron, and Hermione head to Potions class, Draco Malfoy loudly boasts that the Slytherin Quidditch team has already received permission to continue playing from Umbridge, thanks to his father's connections at the Ministry. He also taunts Harry about his father, Arthur Weasley, implying that the Ministry is looking to remove him. Neville Longbottom becomes enraged and tries to attack Malfoy, but Harry and Ron restrain him.

Sirius reveals that Mundungus Fletcher had been keeping an eye on them during their Hog's Head meeting, disguised as a veiled witch. He advises caution but supports the idea of the secret group.

    Umbridge almost catches Sirius in the fire
    As the conversation with Sirius ends, Umbridge's hand suddenly appears in the flames, trying to catch hold of Sirius. Harry, Ron, and Hermione manage to escape in time, but they are left shocked and horrified, realizing how close Umbridge came to discovering Sirius.
